If the law does not admit ignorance, ignorance does not admit the law. It's a distorted mirror of the Italian people: crafty, cowardly, profiteering, synonymous with a country stuck in a rut, incapable of moving forward or going backward. What is an Italian citizen, if you look closely? A helpless skittle hoping to dodge the ball that will hit him! So what can be done? Who can recommend him? Our protagonists have one certainty: the councilor! That councilor who, despite changing administrations and governments, always remains firmly in his position.

But Carlo and Cosimo Capitoni, brothers in their fifties, eternally unemployed, are willing to do anything to turn their difficult existence around just to earn a roof over their heads and earn a crust of bread, even going so far as to report themselves as the instigators and perpetrators of the Petruzzelli Theater fire. Ten years at least! And don't let the court even think of sentencing them to house arrest! They wouldn't know where to go, how to eat, unless the providential councilor, their eternal enemy/friend, intervenes.

While the court is in retreat to deliberate, Carlo and Cosimo recall their childhoods, which began in distant Puglia, from the collective memory of distant years and episodes in our history: we will see them involved in the first Albanian landings, fighting a crazy tax bill from Equitalia, or as unemployed people forgotten in a cold storage room.

The Capitoni brothers' war continues. It's trench warfare, where enemies even shoot from behind: friendly fire?

While we wait for a verdict that never comes, the public will have to decide.

SYNOPSIS

It looks like a courtroom. In the center is a dilapidated, seemingly golden sign.

“The law is equal for everyone”

A screen behind which, however, no defendant can be seen awaiting questioning or sentencing.

Carlo and Cosimo Capitoni, two brothers from Puglia in their fifties, unemployed veterans who today define themselves as early retirees on the front line, dressed as infantrymen of the Great War, tell how two errant knights, their fantastic journey in desperate search of a solution, like hypothetical heroes of a never-ending novel, to defend their rights as weak and right the wrongs suffered by their eternal enemy. “the councilor”. Their visionary obstinacy toward this institutional figure who embodies everything and all the evils of an absent state, of bad politics, and of everything that doesn't work, pushes them to read reality with different eyes, to invent hypothetical conspiracies, mistaking everything for an enemy, the cause of all their evils. They will fight in their own way and always end up losing, causing laughter in the people who witness their crazy ideas. The Capitoni brothers, like two eternal Don Quixotes, unable to see reality for what it is, decide to denounce Italy and therefore all Italians, Capitoni included, in a phantom courtroom, revealing to the court that they have come into possession of a general archive found in a "magical cave": "everything about what in Italy, the truth has never been known. Imagine a huge cave like "La Grave" in Castellana Grotte, filled with papers and photographs, piles of unpaid invoices rising like enormous stalagmites. These are all the deceptions of a colluding section of the state and of every Italian citizen with a few skeletons in their closet.
 Since they too are authentic Italians, they denounce themselves, claiming to be protected witnesses, repentants, colluders and guilty defendants, just to obtain a roof and a crust of bread, possibly in prison, but at least ten years!
 Please don't let the court think of sentencing them to house arrest. They wouldn't know where to go, unless the "councillor", their eternal enemy/friend, takes care of it, with at least a nice little hotel, perhaps in Capri, with half board! 
The court has been adjourning for an interminable amount of time, and the verdict has yet to be reached; so the two turn to the public, in a public trial.
 What is an Italian citizen if you look closely? 
A skittle? A helpless skittle hoping to avoid the ball that will surely hit him instead! They will be this too. What to do? Who can recommend them?
 What separates the average lower citizen from the halls of high politics?
 The councilor! That kind of "corporal" who throughout their lives has always gotten in the way, thwarting every attempt. 
Recalling their history, their childhood that began in a distant Puglia, they exhume distant years and episodes in the collective memory: we will see them involved in the first Albanian landings in Brindisi and Bari, struggling for more than 15 years against a crazy Equitalia tax bill of 115 billion old lire, or as forgotten unemployed people freezing in a cold room overflowing with fish, hoping for a better future that has not yet arrived. The Capitoni brothers' war continues. Trench warfare against an invading enemy, where enemies also shoot from behind: friendly fire?
While we wait for a verdict that never comes, the public will have to decide.
